Tender Management and Contract Preparation

There’s nothing worse than running out of funds midway through a project. Delivering a project on budget begins long before construction starts—during the tender and contract preparation phase.

At Sarveli Consulting Engineers, we believe that success starts with precision. We carry out thorough project assessments, prepare detailed Bills of Quantities, evaluate risks, and assign appropriate contingencies. Our goal is to ensure that all tenderers are pricing from the same baseline—clear, consistent, and well-structured documentation.

This process is both a science and an art—refined through years of experience and hundreds of successfully managed tenders. The outcome? A proven track record of multi-million dollar projects delivered on time and within budget.

Our approach ensures:

  • Transparent pricing structures

  • Easy-to-follow documentation for tenderers

  • Streamlined transition from tender to contract

  • Simplified administration and claim assessment during construction

We are committed to delivering superior service, and getting the financial framework right is a critical part of that mission and here is how we do it:

  • Attending site and undertaking detailed site measurements. Preparation of a detailed Schedule of Rates with all quantities to ensure that everyone is pricing on the same and all prices are comparable. Compilation of tender package comprising Technical Specification and Drawings, Schedule of Rates and Draft Contract for works.

  • Attendance to on-site tender meeting with all tenderers. Review of the scope with all tenderers on site and gathering their view of the scope’s feasibility and project challenges. Carrying out a confidential tendering process. Responding to tenderer’s enquiries during the tendering stage.

  • Detailed comparative analysis of submitted tender pricing and analysis of tender conditions. Review of the pricing against market rates for similar works. Negotiation of certain exclusions with tenderers.  Preparation of a detailed tender analysis report with a calculated project budget, including all foreseeable expenses, as well as estimating contingencies.

  • Preparing a suitable contract for works to be executed. For projects bigger than $100k in value, preparation of AS4905 Superintendent Administered contract with a number of Special Conditions prepared by SCE. Our contract was prepared by an expert contract manager and constantly undergoes reviews by lawyers engaged by builders and clients, making it a constantly evolving and refined document.
